Sex Crimes, Sex Offenders Statutes, Recourse and options with an *old* child rape issue

Greetings;

This is the situation:

A woman who for many years was somewhat aware of *many* years of childhood abuse including sodomy, rape, assault and battery, wrongful imprisonment, etc. has through counselling begun remembering (not through hypnosis - she's currently being diagnosed and may be suffering from a moderate but classic form of dissociative disorder or PTSD) other events, even worse than the original ones. These events occurred starting approximately 39 years ago, running up until approximately 25 years ago. Some events have been corroborated by her father aged 70.

There are at least 5 men and 2 women who were involved in the abuse. It was systematic, weekly, and when still underage, she aparently attempted to get help from public school functionaries, but for some reason, the attempt was ineffective, though at this time, I do not know why.

One of the women (the stepmother) died of natural causes some years ago.

I am her significant other and not a legal professional.

Questions:
1) Is there any recourse under the law to pursue the matter?
2) What sort of avenues of approach might be used to bring this matter to the attention of the appropriate authorities.
3) What recourse might she have for getting help, legally, to recover from the damage.

Any and all suggestions would be welcome.
