Statute ot Limitations????

What is that Statute of Limitations for a company to take someone to small claims court for nonpayment of a bill? I paid 3/4 of the total bill for some flooring and installation, with the remainder to be paid upon completion. That was 1/2000, and the job still has not been completed. I haven't been charged interest on the balance, nor have I been sent to collections, but I get a bill quarterly for the balance, to which I send them a letter telling them to set up an appointment to finish the job, and then I'll be happy to pay them! I just took them to small claims court over this and won, but he countersued for the balance, and won that too....go figure!! So my judgement was reduced by the amount of the balance.....isn't there a statute on this? They did work on my home as late as 2003, so my lawsuit was well within the statute, but no money has changed hands for more than five years....does that put them outside of the statute?
