I filed a civil lawsuit on 3/29/2010- parties avoided service, I refiled again on 8/6/2010 parties again avoided service. I have since located them, can I refile or am I prohibited from refiling due to the statutes of limiations?

Torts have limited shelf life, just as all things have a finite life span. Torts, he basis for a civil lawsuit (or the breach of a contract) are limited by law. That is driven by the state law and the applicable statute of limitations.
