Can I legally use the 5-year statute of limitations under federal law pertaining to fraudulent financial crimes under 18 U.S.C. Section 3282 to sue an employer for illegal discrimination under Title VII?
 
No. The law expressly states that if you want to sue an employer for illegal discrimination under Title VII, you need to file a complaint with the EEOC (NC refers all such claims to the EEOC) within 180 days of the last instance of discrimination. Eventually you will be issued a right to sue letter. You then have 90 days in which to file a suit. If you miss either the 180 window to issue the complaint, or the 90 window to file the suit, you are forever barred from doing so.
