statute of limitations

My jurisdiction is: Texas/Galveston County

Is there a statute of limitations on hot checks. JP#3 is trying to get me to pay court fines for one that was written over 17 years ago. They said I do not have to make restitution since the company no longer exists.
 
I don't know your state's SOL for that but collections can be up to 20 years long and potentially renewable I believe. Who said you don't have to make restitution and what is JP?
