Spousal loan consolidation

The divorce decree stated that my ex-husband and I were to split our debt. It has been over 8 years and he has not paid one single dime. I have paid all debts off with the exception of the spousal consolidated student loan. A loan advisor said, he (ex-husband) could simply refinance the loan since he is the primary and I am the co-signer. I have been paying on this loan since 2007, he (ex-h) has been in contempt of the divorce decree since 2007.
Can my ex-husband be court ordered to refinance and remove my name from the student loan? Especially, if I have the proper paperwork available in court.
 
Thanks for your response, it will help me make my decision about moving forward. I am not concerned that he won't qualify. I have already spoke with the loan specialist, and was informed that even if he is unemployed he can refinance at $5.00 monthly. I have recently helped two inmates refinance for $5.00 monthly, so they can be out of default by the time they are released from prison.
