Speeding Ticket in WA State

Somewhere I read that a ticket has to be filed within 48 hours of being issued.

I called the clerks office and they said the ticket was filed 12 days after issuance.

What/How do I get the documentation to use as a defense for immediate dismissal?

And does anyone know if this is grounds for dismissal.

Here is the court rule and a website with more information. You will need to file a motion for dismissal with the court.

(d) Filing of Notice. When a notice of infraction has been
issued, the notice shall be filed with a court having jurisdiction
over the infraction or with a violations bureau subject to such
courts supervision. The notice must be filed within two days of
issuance of the notice, excluding Saturdays, Sundays, and holidays.
A notice of infraction not filed within the time limits of this
section may be dismissed without prejudice.

Can I just show up at my appointed mitigation hearing and request a dismissal?
Or do I have to file some type of formal notice?

You can do either one. My preference would be to file a motion with the court and see what happens before the hearing. If the judge goes ahead and dismisses it then I do not have to waste time going to court. If he doesn't then I have time to prepare another defense.

Not to sound like an idiot but how do you file a motion? Wouldn't I have to go to court just to file it?
