Naturalization, Citizenship speeding ticket/arrest

I got a speeding ticket in 1997, failed to pay and was arrested. Fines were paid and were dismissed. This was prior to me becoming a permanent resident. Do I put that down on my n400? I don't have any records of this to file with my n400.

Seems very clear to me that you do:

"If any of Item Numbers 22-28 apply to you, you must answer "Yes" even if your records have been sealed, expunged, or otherwise cleared."

Question 23 - Have you ever been arrested...?

You WERE arrested. Answer "yes" and explain it in Item 29.

Some of the other questions seem to also require a "yes" answer for the same incident.
