Solicitation w/o License/ Collections/ Statute limitations?

I recently received a call from collections informing me that I owe $650 for selling with "No Business License" ticket from Utah in Dec 1997.

I asked the collection agency for details and proof-they told me to contact the court in Utah for details.
They said they could not provide any details. They mentioned that it was a "first call" and they also recently checked my credit report showing up on the "inquiries" history but the "collections" from Utah does not show up...although it did in 2003.

The collection stems from a citation "soliciting w/o a business license" and a "failure to appear." At the time I was from out of state, the citing officer told me to contact the court within 14 days and a citation would be issued instead of an appearance. I contacted the courts to make arrangements but they did not follow through thus resulting in a "failure to appear."
I never had the chance to make a plea.

I currently live in Oregon and want to know if I have any legal options.
I've been looking on the web and have several questions:

1 Is there a statute of limitations for the collections?
(it's been over 10 years)
2 Can I request that the collector leave me alone under the FDCPA?
3 Should I send collections a letter requesting more
details and proof of the debt/ticket under the FDCPA?
3 If the ticket is legit and I have to pay why can't I just
go direct through the court?
4 Can I negotiate the costs down if I pay it off?


Any suggestions or legal advice would be greatly appreciated.
