Social Security Theft

Since the early 90's, there has been proof of someone else using my social security number. Unfortunately, no one thought to do a background check before employment in those days, otherwise they would see this man was a 3 year-old girl from Florida. The trouble started when I was starting to work myself around 3 years ago. The IRS was not able to match up my information and to this day kept my returns from me. There is accurate evidence against the man that used my social security number, and I am (trying) to clear up all this mess and get all the money that is owed to me. Here is my question. What do I do next? After I get my refund should I look into the case to see if I can get back at this guy? I have the evidence. Legally, do I have a chance to get something for the nightmares I've been through going back and forth from IRS and S.S.A? I'd like to see some justice, even if money isn't involved.
