Smoking neighbor

I own a townhouse in Charlotte, NC and have a neighbor also owning her townhouse. She smokes all the time and it makes my condo stink of cigarette smoke heavily. I am also having health issues related to being allergic to the smoke. She is aware that I am bothered by it, and has also been notified by the homeowners association about the problem. This has only made her angry and now she is smoking even more. Please advise on what to do. Am I going to have to sell my house to get away from her?
