My employer & i have a signed letter for training we received & recently i have a job offer making more money and when i asked about leaving i was told i would have to pay back all the expenses for my training? the letter isnt a contract nor has it been notarized or signed by any legal attorney ? Can they hold me to this or is this just BS to keep me from leaving.

Without seeing the letter, (DON'T POST IT HERE), I suggest you take the letter to a lawyer for a definitive answer. Generally, such letters are enforceable at law. A contract doesn't require notarization to be valid.
