Sheriff did not have authority to issue a expired registration. Who is liable? The Sheriffs or the Board of Supervisors?
 
You will find that the California Vehicle Code, throughout its text, repeatedly empowers "peace officers" as defined by section 830.6 of the Penal Code.

The code section you list above empowers large counties to take on a larger role usually reserved for the highway patrol, but it does not restrict enforcement of the law by smaller counties or local police.

If the citation for expired registration was issued by any peace officer as defined in PC 830.6 then it is quite valid. A Fish & Game officer could issue such a citation.

In contrast, a deputy sheriff would not typically stop a commercial vehicle for safety inspection as such stops are generally done by CHP. However in a large county where such authorization has been made by the Board of Supervisors the sheriff's deputies could legitimately take on that role (and others).
 
Government Code 26613

States as follows:

"Notwithstanding the provisions of Section 29601 the board of supervisors in a county having a population in excess of 3,000,000 may authorize the sheriff to enforce the provisions of the Vehicle Code in the unincorporated area of such county but only upon county highways. The expense incurred by the sheriff in the performance of such duties shall be a proper county charge.
The sheriff shall, on or before the fifth day of each month, forward to the Department of the California Highway Patrol copies of all accident reports made to the sheriff's office and all accident reports of accidents investigated by the sheriff's office."

Note that only three California counties (Los Angeles, Orange, and San Diego) have populations in excess of 3M.
