There are four houses on a shared well
My new neighbor has decided to place an underground cistern on his house without asking any of us...is this legal?
 
It's legal, as far as I can tell by the following:



Why do you object? Why do you think his harvesting rain water has anything to do with your shared well?

Seems to me he's doing the other three owners a favor if he ends up using less well water.

As phrased, it's a physical impossibility (unless his house is also underground).

Assuming you meant "on his property," instead of "on his house," there certainly won't be a law against it. Whether it violates any agreement between the four of you is, of course, impossible for anyone here to know.

Not necessarily.

According to the definition of "cistern" it could just be a rain barrel in his basement with rain water appropriately directed. It would (in a way) be underground and (in a way) on his house.
