Shady Car Dealer

I purchased a 2007 nissan altima from a car dealer. Two weeks after full payment I'm told car failed inspection.I requested a refund thought I would receive it but instead was given a check from another one of his agency's . He then places a stop payment on the check. For next five months he promises to pay but never does.I would like to know if I can also sue for damages?

You should contact your local law enforcement to determine if any statute was violated by intentionally issuing a bad check. Law enforcement contact, if you can get them to go that far might cause him to pay up.
You can also see if local media will run a piece on the shady dealer.
If you sue you may be able to ask for a punitive amount in excess of the check and bank fees.... check your state statute regarding bad checks.
