You can use Google search to provide you answers to 99% of the things that puzzle you: "Sesslin Affidavit", for instance.

A Sesslin Affidavit is an affidavit, prepared by a law enforcement officer, attached to a criminal complaint (subsequent to the arrest of multiple subjects) laying out the facts of said arrest to show probable cause for the charges levied, or why the suspects were arrested. It was named after a defendant in a 1968 California burglary case.

In essence, a Sesslin Affidavit is written to obtain (or substantiate) the release from custody of a suspect whom the law enforcement agency believes can be of additional assistance during the pendency of the case and or subsequent investigation.

If you see smoke, you're likely to see fire. If you see Sesslin Affidavit, you're likely to see Someone Turning State's Evidence against the defendant(s) remaining in the hoosegow, SNITCH, RAT, CHEESE EATER, or DIME DROPPER. I associate Sesslin Affadavit with Monopoly's "get out of jail free card". But, I'm cynical.

I suggest you have the party still locked up discuss this with his or her attorney. He or she has been snitched on, but if he shuts his trap, it'll minimize the damage.
