Is it legal to email a competitor's client and offer them a better deal if they switch to you?

What is you mentioned their company's name in the email?

Example: "We see that you are a client of AAAAAA. We can offer you a better insurance rate if you switch from AAAAAA to us! Call now for ....blah blah."
 
Advertising materials referring to a competitor should always be vetted by legal council to avoid a suit for "Tortuous interference with a business relationship". It would seem a case could be made this is in violation as it appears to be offering a better or the same policy terms.
