Selling property owned by minor

My jurisdiction is: WA - Property in GA

What are the penalties for selling property owned by a minor that is now a ward of the state of WA.

Relatives of a minor who's grandmother gifted him an acre of land in georgia have listed the property for sale. They only have power of attorney for the grandmother they are caring for but she is now proven incompetant. The child who is now 16 was turned over to the state of WA and is in foster care. The relatives are also in WA state.

We have told the relatives they cannot legally sell the property which is in the minor relatives name but they still believe they can because they have power of attorney for the grandmother even though none of us relatives are the minor's guardians any longer.

I am just curious what the penalties are and if they do happen to sell it who should be contacted. Warning them that they will get in trouble for selling has done nothing and they seem to be under the impression the realtor will tell them if they can't sell it. It has been listed since Oct 2008.

Hoping to talk some sense into these relatives. Any help would be most appreciated.
