Security Deposit -Pd w/ bounced check

I have a tenant who recently moved into one of my apartments. They signed a 1-yr lease and paid the rent w/ cash and the security w/ a check, written out to "CASH". They claim it would be easier to cash so I accepted. They moved in, we recently received notice from the bank, the check had bounced. We notified the tenant and demanded that they pay the security in cash. They said they will but since then they have avoided us, we're now going on 8 days. On one occasion I told them, I would submit the check to the Sheriffs Office since this was a crime. They responded, "there's nothing they(Sheriff) can do, since the check was written out to cash".

Is my rental contract still valid since they still have not paid? Can I evict them? As for the check, Is it true, if they write the check out to "Cash" legally authorities can not touch them. It doesn't sound right to me, sounds more like a bluff.
