school responsible for truancy?

My 13 year old daughter who is an honor roll student, just skipped school for the first time. SHe simply walked out the doors of school and noone stopped her. is the school responsible in any way? I didnt even find out about it until the next day when the school called. I have taken her out of this public school and enrolled her in a private one (in a matter of one week). I want to know if the school can be considered negligent. They allowed her to walk out. They do have security at the school but noone stopped or questioned her. Recently in our neighborhood there was an incident of a man approching some girls from this school to sell them drugs and he became beligerent. Thankfully my daughter was not harmed but it wa no thanks to the school.
