San Diego wants back alimony

Let me review my situation so you have a clear understanding.
My ex-wife took my son out of California and moved back to Spain 13 years ago in 1996.
I moved to Spain 12 years ago to be close to my son.
Our divorce was finalized in 1999.
I have moved back to the states several times but currently live in Spain and have for the past 2.5 years.
Both my son and my ex have lived in Spain since 1996 and have not moved back to the states.
I have been making monthly payments of 300 euros directly to his mother over these past 13 years but have little proof.
I have probably used 5 different bank accounts over these 13 years, have made payments in cash and only have one account that I still currently use here in Spain.
I just applied for a US passport and was denied by the Department of State because I owe more than $2,500 in arrears of child support.
My son has dual citizenship.
My son is 15 years old.
My son has spent 2 months with me every summer for the past 5 years. And we see each other every other month for several days.

What is the law in California when the parent takes the child to Spain.
Does it still have jurisdiction over this case?
Do I still pay past due alimony to California when they don't even have an address for my ex?
How do I get my passport?
How do I prove my ex has lived in Spain for the past 13 years?
