Right-of-Way Law?

My fiance was driving a work vehicle and was making a left turn from a northbound lane. He was the 3rd or 4th vehicle to turn on a green arrow. As he approached his turn, he saw a school bus approaching southbound, but assumed the bus would stop. The bus did not, and crashed into his vehicle. Arizona has some right-of-way law which technically put my fiancee at fault. One year later, my fiance (in addition to the company he worked for) is being sued for $1.8 million for driving in a careless, reckless and negligent way. The bus driver even walked out of the hospital before my fiance. He was not cited. My fiance has never had any traffic violation, and even received specialized driver's training for work. What are his chances of being cleared? Any advice for him?
