Responsibility for Water Line and Street

Hello. My grandfather is involved in a legal dispute with a special water and sanitation district in Grand County. He owns a cabin in the area and apparently there was a water leak in a pipe that leads from the cabin to a water mainline across the street. The water board insists that the line from cabin to main is the owners responsibility. They repaired the leak, which involved cutting into the street, on their own without consulting or even showing my grandfather the damage or work and then sent him the bill which amounts to about $30,000. While they say the line is his responsibility they did not give him the chance to contract repairs himself. Approximately $16,000 of the bill is for the replacement of about 40 feet of county road. It is our belief that the leak could have been repaired with a smaller street cut and then a patch in the road. Is he going to have to pay the entire bill? Do you have any further advice about how we can fight this case?
 
Grandpa agreed to certain conditions when he got the water.

What the water district did sounds perfectly legal.
