Received an offer letter stating title, start site, supervisor, salary. Also state "at will" employer. Resigned from current FT position in anticipation of starting new position with new company. The day before my start date with new company received a call from the HR manager stating they were rescinding the offer due to budgetary cutbacks. Assured me repeatedly that there was nothing in my references or background check that prevented me from getting the position. Do I have any legal recourse for compensation since I resigned a FT position based on expectation created by employment offer?

Maybe. Not a real strong maybe, but not altogether outside the realm of possibility. You'll need to show all the associated documentation to a PA attorney for review.
