As indicated above there is a procedure for increasing the rent the landlord must follow. It should never be a surprise.

There's two parts to this question. The first part is whether the landlord can (or may) increase your rent but not increase your neighbor's rent. Of course, that can happen, and there's nothing illegal about it as long as the disparate treatment isn't motivated by race, ethnicity, gender, etc. The second part is simply whether the landlord can (may) increase your rent. If you're a month-to-month tenant, the landlord may legally raise your rent by giving appropriate notice as provided by law (unless you're in a city with a rent control ordinance, in which case, the landlord's options are much more limited). On the other hand, if you have a long-term lease, the the landlord cannot legally increase your rent until the lease term expires (unless the lease itself provides for rent increases).
