Rear-ended and the opposing insurance wont cover damages

I was rear-ended almost two weeks ago. The woman that hit me was completely at fault. She got out of her car came over to me and said that she was sorry she didn't see my brake light on. She then proceeded to tell the police that the car behind her pushed her into me. The police declared that none the less it was her fault because she was too close to me. The woman's insurance sent me a letter notifying me that her insurance(travelers) would not be covering the claim because it was not her fault. According to them she is not liable for the damages and they will not cover my claim.

Is this possible?! Can they do this?! Is there anything i can do?!

Tell your insurance company to handle it, they will fight w. her insurance to get this paid
