Rent, Utilities Raising Rent in Los Angeles

My landlord raised my rent in Oct 2011 by 3%, and has informed us of another raise as of July 2012 of 6%. What is the maximum percentage rent can be raised in Los Angeles? Since rent can be raised once a year, is that 'year' considered a calendar year or leasing year (we began our lease in Aug 2010).

Rent can be raised each month if on a month to month agreement.

It depends on your lease terms, as you have mentioned the lease began in Aug 2010, has the lease ever expired since then? If it has, was the lease ever renewed? And if it wasn't that makes you a month to month tenant and the landlord can raise the rent as many times as he wishes, if its so.

If you're under rent control in LA, rents can't be raised. I suggest you contact the rent control board, or your elected city council person and inquire.
