About radar guns and the like...how accurate can they be if the officer is moving in the opposite direction?

Everything depends upon the variables which you haven't provided -- what make and model, how was it equipped? Did it have a fault tolerance? Too many variables left to the imagination. If you go to traffic court you are likely to have the speed lowered several miles per hour if you agree to a plea -- if you were going well above the speed limit, you might be stuck.
