Question. Just received a notification in the email that says this:

In order for XXX DEPT. to effectively manage employees's schedules, starting January 1, 2016, Employees that call out (unscheduled) on Friday, Saturday, Sunday or any blackout period will no longer have the option to submit a PTO request for call out (including Intermittent FMLA, and partial Intermittent FMLA calls).

When calling out on Monday thru Thursday, XXX DEPT Administration will be responsible for entering your PTO request for all call outs, including Intermittent FMLA. It is the CoStars responsibility to inform the XXX DEPT Administration when PTO is requested or not.

Can they refuse to allow you to take earned PTO because you call in on a weekend?

It would appear that is their declared intention.

When you asked THE AUTHORITIES in your entity, what were you told?
i just don't understand them being able to not allow you to use your PTO for times that you are sick (even if it falls on a weekend)

In general, the law does not care about PTO at all-it's just not something the government is willing to get involved with. Your employer is not required to grant any PTO allowance at all.
