i've got a neighbor from hell please help i have been living here for 12 years and not complained but now it is out of control.
i called the board of health on him for rat infestation and the issued him a warning to bait and trap or recieve a fine and he complied . however according to my property survey his fence is on my property line and i want to put up something that would block my view from him can i make him move the fence? also i have a fence up that he has back filled with dirt and sinder blocks along side of can i do anything about this please help i am in desperate need of some advise!

If his fence is on your property then it would seem that he could be made to move the fence. In fact, it may be advisable to have him do so since if you don't, there remains the possibility that he will be able to keep the fence up by law. The concept is called an "easement." Time length may vary in different states but you'd probably want to prevent it from going into effect.
