I am owed $3000 from a family member. He is not re-paying the loan and does not

be repaid at that time. I found out that he did not receive any money. He does not
work. He resides in a mobile home that is titled in his name and his mother's name.
I believe he committed "theft by deception"?
Can a have a lein placed upon the mobile home so that at some point I can get
the money owed me?
