What can I do to get my neighbor to cut her tree branches that extend over on my property and leaves, sap and other debris are falling top of my car? what if they refuses to comply?

You can't make her cut the tree branches. You may trim the branches back that hang over your property line, but if you damage or kill the tree, she can sue you.
