Parole, Probation probation parole

i have met somebody who says they left parole in alaska, how does this effect them in the lower 48 states
can they get id ?
a passport perhaps?
i found i job for this person over seas and they need a passport
the case was a felony conviction and i am checking on the does and do nots of said situation any help would be great
