Possible to defer judgement in WA with out-of-state license?

I have a MA license and received a speeding ticket for going 78 in a 60 in King County, WA. Will I be able to defer judgement on this for 1 year in the same way someone with an in-state license would?

Also, what is the process for requesting a copy of the officer's report and the ticket that the officer filed with the court?
