Hello!

So here's what's going on:

Basically, a few days ago I received a letter from the DMV stating that I can not register my vehicle because I am in default due a FTA from the city of Tempe. I immediatly called Tempe thinking this was a mistake and they advised me that on Feb 17th I was issued an electronic speeding ticket in Tempe. I was evidently mailed a citation and served. I leave the country quite often because I have an ill parent in the Netherlands so I asked them for more information on this "served". They stated that a process server served a Lindsey at my house on April 24th. The issue is, Lindsey is my dog sitter. She only comes by once or twice a week to walk the dogs while I am out of town. Is it legal that someone who does not reside in my home be served a ticket on my behalf? Tempe told me to write a letter to the judge requesting the default be lifted but it is my understanding that due process was not observed. Shouldn't the entire case be thrown out?

Please advise!
