What are the rights of petitioners; more specifically, is it lawful for the police or a store owner to restrict the free engagement of people who are willfully conversing with one another for a short period of time on property open to the public if said conversation takes place in a parking lot or on a sidewalk, there is no aggressive accosting, no disruption of normal business activities and the normal flow of foot or automotive traffic is not imputed near the entrance or exit??
Also, do I have a right to get people registered to vote at the mall?
 
Are you on private property? I will add this - standing in front of a business establishment, even politely approaching visitors, still could be disruptive in the minds of many people. Handing out leaflets in the airport has been said to be constitutional but this is not equivalent.
