My cousin is starting a family business in FL. He is going to hire people including myself, but doesn't have the funds to make a payroll. He wants them to work and wait to pay them when cash flow comes in. I explained to him "you are runninig a business and those people aren't doing you a favor". He still thinks it will work and I'm worried about it all for legal reasons. Is what he trying to do practical? legal?

Regardless of whether it is "legal" or not, if he doesn't disclose this fact early on he won't have employees working for him within 3 weeks of opening the business. Plus they can sue him if he doesn't pay. I'm guessing they will also be furious and ensure that others know what your cousin is up to. This kind of plan sounds ridiculous to me, especially starting out.
