PA Traffic Ticket Question

What is the name of your state (only U.S. law)? PA
My 20 year old daughter (licensed in Md) got a ticket in York PA for not completely stopping at a stop sign. On the ticket, the officer indicated it as Other - "defendant did operate a MV and failed to stop for a clear and visable stop sign". He indicates it is Statute 75, Section 3111, Sub section A.

Is this considered to be a moving violation that will result in points on her record? I know Md and Pa have a reciprocity agreement. She has never had a ticket before and for insurance purposes, I'd like to keep her record clean. If this is a moving violation, and she chooses to stand trial, what are her chances of getting PBJ? In Md, it almost a given that if your record is clean you will get a PBJ for a minor traffic violation. I'm not sure how tough PA is compared to MD, and obvioulsy there are not guarantees.
