Owner wants User to pay parking tickets accrued by the User

Owner of vehicle is a NJ resident. User is a NY resident and had permission to use Onwer's car. User accrued several parking tickets in NY. Owner has not paid the NY parking tickets. Owner has written communication (via e-mail) with User admitting to fault and promising to pay. User has not paid. What are Owner's options?

The owner needs to sue the user in small claims court where the user resides, pretty simple.
