Deportation, Re-entry Overstayed tourist visa and denied reentry

My fiancee overstayed his tourist visa by several years and was denied reentry to the US after going home to Ireland for a month. What options, if any, are available to us for getting him back into the country on a valid visa? Would these options be different or more favorable if we were to marry first, then begin the legal process?
