Outragous electric bills

I am asking this for a family member who lives in Michigan. Here is her situation. She is on SSI. She lives in a small trailer. Her electric bill was put in her daughters name (who is living with her). They had a few months of bills for around $100~$200/month which got paid in full. Then all of a sudden they were getting $300 bills and then shut off notices. They would pay on the shut off notices and then the next week they would get another $300 or so bill. This went on for awhile (at least a year or so). They kept paying these bills, then the bills got too much and so they had welfare & Salvation Army pay the bills down to a zero balance on 2 different occasions. They just recently received a bill for $200 (not a shut off notice). They went and paid $100 on that bill. 2 days later they get a shut off notice for $300. Then 3 days after that, they get another bill for $1200! This electric company was supposed to come to her trailer and put in a new meter last May and haven't yet. Is there anything legal she can do stop this? And can she get back some of the money she paid then and obvious didn't owe them?
