Arrest, Search, Seizure, Warrant out of state warrant~cousin in prison~how to resolve

Hi, my cousin has been in prison in FL for 9 years for various FL charges, he has one year left and they just moved him from work camp to gen population as they found an out of state warrant from NJ from 1994. I called NJ & they will not extradite. My question is how can I help him resolve this. I'm computer literate and have filed motions before so I CAN do this. NJ tells me he HAS to go to NJ. There has to be another way. Original charge was burglary/property damage. Thanks so much. Kim
