Original Tenant wants a roommate

We have a tenant month to month (since 1992), who wants a roommate. San Francisco is tenant friendly, and we understand we really can not say no, but if we can please advise. We are have allowed similiar in the past, issuing a section 6.14 to ensure we can adjust the rent incase (also Costa-Hawkins). We will have the new roommate fill in an applicaiton and run our usual checks. If passes like other tenants in the building we would include the new roommate/tenant.

We want the original tenant to update the month to month to include the new roommate as a tenante on the lease. The original tenant does not want to do this, she wants the roommate as a sub-tenant, roommate, where the original tenant appears to control things.

If we have to allow this (again please advise if we do not have too), we want both on the month to month lease. Does the original tenant have the right to refuse updating the month to month to include the new tenant, and inisist on only a roommate status?
