Online Purchase Question

If an online store offers a product for a certain price and after the order is accepted and credit card charged, they email and say website is not updated, the price is different and offer to refund but will not give you the product for the amount advertised, is this legal. Do they not have a legal obligation ot provide the product to us as the consumer for the price on the website. Is it not their obligation to make sure that the website is updated properly.
