So I was wondering, my friend works at Walmart. He was off the clock and talking to his girlfriend who was at the time on the clock. The manager heard of this and got angry at his girlfriend. Is there any legal laws or Walmart Policy rules saying anyone off the clock can't speak to someone on the clock?

There are no laws to that effect. I don't know about Walmart policy. However, the manager has every right to be angry with the girlfriend. If she is on the clock, she's supposed to be working, not talking to her boyfriend.
