Obnoxious drunk takes over 6mos. to paint our small rental -- I'm losing it!

My landlords have been noisily working on the property 2ft. away beside us for over 19 months, and more than 6 months ago they hired a slow, loud, obnoxious drunk to paint my small rental house without any communication to us. It's STILL NOT DONE. I've expressed that these conditions create a lack of peace and privacy for us, but they don't care. We are nice and clean people who always pay rent early (for the 3 years we've been here); we don't smoke or have pets or children. I'm loosing it -- what can I do? Thanks for any help! :cussing:
