not what I agreed to with my landlord

I signed a two year lease with my landlord. The lease states that the landord is responsible for water, electric,and heat. I am responsible for snow and trash removal. The rent was set at five hundred dollars. It was verbally stated that if the water and electric bills came to an extreme amout that I would have to pay what was left over. It was never stated the amount. After the first month of living here I started recieving water and electric bills for anything over twentyfive dollars. Plus come to find out the heat is electric, which he stated he payed for. I didn't agree to that so I didn't pay it. When I asked my landord about it he said "that's how I do it for everybody I rent to." Now he's telling me to put the electric in my name and he'll credit my rent twentyfive dollars. What sould I do? This is not what I agreed to and if this is how it is going to be then I will be paying way too much for my place. PLEASE HELP!
