Consumer Fraud Not requested services and bing billed for it

Can a company bill me for a service I did not request? I received a bill for mailing health records to my new health provider. I had requested they be sent via FAX and instead they copied them and attempted they be send via standard mail. The recored were lost and so was my personal information.
Now I have received a second bill for retransmitting them a second time to the same address. The address is correct but do to the change in percedure by this "HealthPort" they may be lost again. I am scared to calll this "HealthPort" again for fear I will be charged again. What do I do?
 
If you can't get the records, or you fear being charged, don't ask for the records.
The new provider can make his or her own diagnosis.
