No refund from Expedia

I purchased a ticket a day or 2 before Decmber 18th with the intention of going to the Virgin Islands with my husband. At the time of purchase I told the agent I wanted an all inclusive in the Virgin Islands because we did not have our passports. The agent stated that she understands and suggested Sonesta Great Bay Resort,I asked the agent if it was part of the United States and she said yes. In the week of 12/26/2016 my husband checked the hotel web site & noticed it stated passport required. My second phone call 12/30/2016-? to Expedia, I explained my situation, the agent put me on hold to call hotel. Agent told me I did not need a passport, I verified it again and was told I did not need a passport. After. After I verified this with the airline( was told it's not part of the US and I need a passport). I called Expedia I was placed on hold for hours, was told to call back for refund, called back placed on hold several times, I was told I was speaking to a Katie 1/2/2017 at 11:40pm eastern standard time. She stated it was an agent error and will call me back in 2 days after listening to the phone conversation. 1/3-1/4/2017 I had to explain the whole situation and was told I will get email. 1/5/2017 at 12:47 an agent told me the could help with the amount of money I pay for a passport, I told the agent the post office stated I would not get it in time. I was then transferred to corporate. The guy I spoke to put me on hold for over an hour, he told me I would need to wait 7 business days, then asked me why can't I get a passport, I explained my reason. He then stated I see the note and nothing about a pass port was mentioned, I asked him what date was he looking at and he stated I can't give out detailed information. I told him there were several calls made, and I was sure of the conversation please tell me the date that was viewed. he told me 12/18/2017, several calls were made, he told me I was not getting my refund for $3,476. i was told nothing will be done and he was ending the call. I would like to know if I have a case.

You appear to have a solid case.

Before I pronounce that, however, are you a US citizen?

You've danced around that in your post, so please tell me if you are a US citizen.

Are you under criminal indictment for a federal or state felony?

Are you in the US legally, as in do you possess a Green Card, a Visa attached to a foreign passport, etc???

Sonesta Great Bay Beach Resort isn't on the USVI.

Sonesta Great Bay Beach Resort is located on St. Maarten.
I've visited it several times.
I never stayed there, just visited their casino.

If you're traveling from the USA to St. Maarten, a passport IS required.
