No new physical address.

A Civil Claim Subpoena needs to be served on an individual who is obviously hiding from the courts etc. He moved from his home in August and his physical address is no longer current. USPS staff have assisted in trying to locate new address with negative results. However, they do have a current P.O. Box address and stated he can be served there. Is this true and how can we do this? Would this be Certified mail or can we do a Substitute Service At the Post Office? If this is not true can we serve the receptionist at his place of business and then mail a copy per policy of Substitute Service?
 
A process server should have the resources to track him down fit a reasonable price. Have you spoken to one? Check the yellow pages.... or Google.
